Summary

Right to Repair legislation has been introduced in prior Congress’ by advocates interested in requiring automakers to hand over proprietary information. They argue that independent repair shops do not have access to the information they need to repair cars and service consumers who do not want to visit dealerships for repairs. The coalition assembled by the aftermarket auto parts stores has also introduced legislation at the state level. However, a coalition has also been formed to oppose this legislation by the automakers, service providers, dealers, and others. The American International Automobile Dealers Association (AIADA) opposes legislation that would require automakers to turn over proprietary information when it is already provided to independent service shops via the National Automotive Service Task Force (NASFT) – proposed legislation is a solution in search of a problem.

  • Independent repair shops are already provided the same service, repair and training information that is made available to franchised auto dealers through NASFT.
  • NASFT is a voluntary agreement reached between the Automotive Service Association and automakers to help resolve service and repair related issues.
  •  The 2002 ASA-Automaker agreement has provided the industry with a model for information that will assure repairers the necessary information for the foreseeable future.
  • NASTF serves as a forum to identify and resolve gaps involving motor vehicle repair information and tools.
